When does the API count begin? Is it timezone specific?

The count of the quota starts at the moment of doing the first call. However, the moment of reset where the count goes back to zero depends on each API. For most APIs, it will reset at 24:00 hours of the current day GMT. If you want to make sure about the setting, please reach out to Customer Support.
